If such visitation is court ordered, yes he can be compelled to honor the visitation order or else his mother or other legal guardian may be found in contempt of court for failure to comply. That can lead to a fine and/or jail time for the mother/guardian or modification to custody favoring the father if the non-compliance becomes chronic.
However the child is always free to make their wishes known to the judge, either in court when custody is being decided, by requesting a meeting with the judge, writing a letter to the judge expressing their wishes, or engaging an attorney or guardian ad litem to speak for them for any modification to the visitation order. The judge will take into consideration the wishes of the child, and generally, the older the child, the more weight is given to those wishes.
