Could be. Breathing is not a response. A person who is unconscious would be unresponsive and still breathing.

No, unresponsive means the the patient/victim does not respond to stimuli such as touching, pinching etc.. Brain dead on the other hand, means that there is no brain activity. Simply put, an unresponsive patient may respond again; a brain dead patient will NEVER respond again (s/he cannot be resuscitated). Wendy Cadogan EMT-P

Umm...if it isn't breathing and it has no heart beat, it's probably dead... if not, and it's still breathing...get it to a vet...(here's my question: why would you do that?!)

Agonal gasps are not productive and are not considered breathing. If patient has a pulse then give breaths at a rate of once every 5 seconds using a BVM attached to 100% o2 at 15lpm. CPR would be warranted if they are pulseless.
obviously turn off the water if its on. call 911 immediately. check to see if patient is breathing and has a pulse. If not initiate CPR. also, do not move patient as there could be neck or spinal injury. wait for paramedics to arrive.

Yes, if a person is already breathing there is no reason why you would need to breathe for them.
