some people may consider it to be. it is a very good Pokemon with excellent stats, and HP. it's multitype ability is a definite pro. in my opinion, it's only con is it's moves do not have much PP.So yes, in my opinion Arceus is the ultimate Pokemon as of 11-8-09. but of course, it all depends on opinion, so there is no definite answer.
