The asphalt itself is, but if there are any cracks in as seems common, then water will get under. Cracks in asphalt can be sealed easily now with many good caulk products.

There is no talk of the Asphalt producers paying for them because part of the business plan is to collect those fees. Paying for asphalt shingles to be dumped at your site is about 10-20 years away.
