Yes, the sacrament of penance is one of the seven sacraments of the Episcopal Church. However, it is not obligatory. The general rule is: Non must go to Confession, some should go, and all may. There is also private confession, which one goes to the Priest privately and confesses their sins and receives absolution. This is what most people think of when they think of 'confession'.
