It depends on the context in which it is used. Dick can be the shortened version of Richard. Used as one of the various nicknames for the penis might be considered vulgar in some quarters, but I don't think it reaches as far as being considered a swear word. Others might disagree.

1. it depends on the context it is used in. sometimes "Dick" is a name.. just think of "Dick Tracy". it is another way of saying "Richard". 2. It also depends on the personal opinion of the people you are using it around. Some people don't care, and others will become disproportionately offended by it.
