Of course, since you don't know what else they are doing. It sounds pretty strange to me, but I still wouldn't accuse your wife of cheating. Men/women can be friends. However, it's obviously bothers you so I would tell her it's either the cell phone or you. I don't think she is being respectful of you and don't put up with it! Don't take any excuses either! Why not just use her own phone or have him call the house? Seems a little too clandestine. Hell yeah. If it was innocent talk then they could do it from your home or on her cell. But they were hiding it and u dont hide thigs that u want people to know. Yes I would say it is cheating. Why would she receive a cell phone from him? Is he paying her phone bill? Do you see the phone bill at all? See who she is calling on this phone? Check into it. confront her..get it out in the open..and throw that phone into the sea..let her swim for it. i,d ditch the her too ..cannot be trusted..no future there man.
