Very. You need to get through Underwater Demolitions Training (UDT), which is tough; and THEN you have to apply for and be accepted for SEAL training, which is VERY tough. Then you have to survive. SEALS are the toughest guys I ever knew. THEN you have to be an expert shot.
Want to become a sniper? Be a Marine. If you graduate from infantry training and are an expert shot, you'll have a chance at Marine sniper training.
It takes some practice, i wouldn't say its easy...It also depends on the range you are shooting...100 yards is fairly easy (if you dont shake, jerk the trigger, hold your breath right, etc.) 800 yards is a whole different story...with all the variables you have to take into account like wind, temperature, the angle you are shooting at/elevation, spin drift, bullet flight time, etc. ...you have to adjust the scope for different ranges (or aim higher or lower than the target) sometimes at longer ranges (beyond 1,000 yards) you're dealing with more than one crosswind moving in opposite directions...if youre interested in learning more about snipers here are some things you might like to check out the links.

Deciding which is "better," a Navy SEAL sniper or a Navy SEAL infantryman, depends on the skills of the person who is deciding which to aim for jobwise. If you are a marksman, sniper might be a better position. In either case, Navy SEALS are trained to perform as a cohesive unit, with each part being important to the whole.
Yes. depending on which country that is.
None VERY VERY few, because Navy SEAL snipers are always hidden. Even when they move, they are either in gillie suites or they move when no one is around or by the shadows, Navy SEAL snipers never get compromised unless they miss, which is almost never.
