I would imagine so as normally detectives are promoted from within a department. There's generally a 3-5 year wait from the time you join your department and can be longer depending on the availability of a detectives position. Most detectives have obtained the rank of Sergeant - Captain.

Most departments require Sergeants to have at least 3 years experience and past a Sergeants examination, which is generally department specific.
