I believe this depends on your state. In most states, if the car were equipped with a passanger side mirror and it is broken, you could probably be cited for an equipment violation. However, many cars in the 60's and older did not come with a passenger side mirror as standard equipment. The bigger question is, why would you want to drive this way? On today's multilane highways a driver is at a real disadvantage without a passenger side mirror. Unless you only drive on rural 2 lane roads, I would replace the mirror. Some cars as recently as the early 90's came without passenger side mirrors similar to cars before the 80's without the central brake light (when mandated) . Most likely it depends if your car came with it and fell of or if the car came without it.
