if youre talking about a car from Another Country that is a rhd, then yes it is legal. I'm not too sure on the laws in Washington, but in order to do so in most states you would need to have the car registered, and its probably different from state to state on the guidelines they use, I know some states are tougher than others and youre probably going to end up paying a lot, and then emmisions on vehicles are different too, so most likely it would have to meet emmisions as well, which probably would cost a lot too
