That's what auto insurance is for. Your neighbors auto insurance will have to cover his damages. In the United States. A property owner is not liable for acts of nature. It's no different than if his own tree fell on his car or if he was parked on a public street or if a tree was blown in from a national Forest down the road. No One is liable for an act of nature.
This depends on what material the truck cover is made of. Also it depends on if the truck mostly parked in a garage or covered area.
you have to push entire mirror in as if you were going to when you parked on a busy street so it would not get torn off. then look in the front and you will see a small Phillips screw take that out and then you will see two plastic clips on cover itself in which you will need a standard screw driver to pop rest of cover off.

If you know who hit your car, and they have insurance, then, yes, they should pay for it, so long as you were not parked illegally. Let YOUR insurance company handle this for you. That's what you pay them for.
