Im not a DR. but a nurse I can say most DR's dont really care unless they get paid. But like if the person does not have insurance yeah they will big time turn a pt. away, or just my experience. Most will just say go to the ER at the hospital but yeah very unethical not illegal though because its a clinic. If at the hospital its a different story 104 in a child is way to much.
