Closeness to the sun has no relevance to the speed of a planet. However, the closer a planet is to the sun, the faster it completely its circuit around the sun because it has a shorter circuit complete. Mars, being quite close to the sun, takes a shorter time to complete its circuit around the sun compared to the planets which are further away from the sun.
