Yes, it is a government department on the National Level- they would use Royal as we would style ( federal). Royal in British Parlance as an adjective implies Government agency. the RSPCA may be technically public, or Not a Government department, technically it was founded by Queen Victoria long before the American counterpart, the ASPCA which did not start until l866, after the Civil War.
