It most certainly is. Not only is it a problem with the individuals doing it, but it is a symptom of problems in society as a whole. For sexual harassment to happen in a learning institution, in a workplace, or in public, something has to be wrong with society to allow it to happen in the first place.
In a workplace, if guys are spreading malicious gossip and telling filthy jokes about certain women, then why don't the people not involved speak up? Why do they laugh? It means that at some level, they think it is okay. Otherwise they would object. Likewise, why would guys tell jokes that degrade women in the first place if they didn't think someone would laugh? So those not involved actually share in some of the guilt.
It also ties in with underlying attitudes and stereotypes. For someone to harass in the first place, they must either feel they are entitled to something from others, they believe the other people deserve whatever treatment, or they believe bad things about the victims. While people do think up such things on their own on occasion, it does say something about society when nobody challenges such attitudes and when multiple people in an area share those attitudes.
