Sultan in Arabic is سلطان. Sultan comes from the Arabic word Sulut سلط which means power or control. Therefore the Sultan is he who exercises power and control. This term was developed to differentiate Islamic Rulers from Christian Kings who also had some religious powers. The Sultans in the Islamic World only have worldly power.
