It's just a conspiracy theory, but the US government does have secrets. But nothing like that.
The confusion seems to come from the fact that Conspiracy Theorists seem to think the phrase "new world order" (which means just that!) is the name of an actual organization, like "Mafia" or "Unicef"! Every time the phrase is used, they think it is more proof of the conspiracy.
