For the most part yes. Plenty of Colleges after scholarships if you have a certain SAT or ACT score. A lot of these Scholarships are upto Full Tuition for having around a 29 or 30 ACT, I'm not sure of the SAT.

The minimum SAT score required to gain admission to Mississippi State University is 770. An ACT score of 16 or higher is also required.
Most scholarships don't look at ACT score (few of them even look at SAT score). There are always plenty that do not look at your grades or test scores at all, but focus on other aspects of your education, background, and personality.
SAT and ACT score minimums depend upon High School GPA. Test score averages for incoming students are 1200 SAT, and 24 ACT.
