No, this is yet another internet myth, based on an online rumor from 2005, long before Mrs. Obama became First Lady. There were rumors that since cookies are considered bad for kids, even Cookie Monster would be forced to change. Later, these rumors were simply superimposed on Michelle Obama's advocacy for healthier eating. But Mrs. Obama never made any such demand of Sesame Street, nor has Cookie Monster changed his name. That said, Mrs. Obama has certainly advocated for kids eating more fresh fruits and vegetables, and there have been some jokes about "veggie monster," but that is all they are-- jokes.

He isn't: he never was and never will be. A few years back Sesame Workshop (the company that owns Sesame Street) was concerned about the unhealthy amount of cookies Cookie Monster was eating, so they wrote a song called "A Cookie Is A Sometime Food" to teach kids not to eat so much like Cookie Monster. In the song, Hoots the Owl sings to Cookie Monster that he should eat more fruits and vegetables. At the end of the song, Cookie Monster declares "NOW is sometimes!" However, people blew this out of proportion and assumed this meant Cookie Monster was giving up cookies, and went as far as saying they were changing his name to Veggie Monster.
