use litmus paper. if you use red litmus paper, if it will remain red, it is ACID and if it turns blue, it is BASE. and if you use blue litmus paper, if it will remain blue, it is BASE and if it turns red, it is ACID.

It is a base because it has a pH level of 7.8 and for it to be ans acid it has to be below 7 for a pH level to be an acid.
