Although the Basque separatist movement (ETA) want independence for the Basque area, at the moment the Basue area is not an independent country. The Basques live in a small area of south west France near the Biaritz area, and north west Spain around Bilbao and San Sebastian.

No, just a Comunidad Autónoma. However, it is worth noting that unlike the United States, not all Comunidades Autónomas are equally subjected to federal scrutiny. In particular, País Vasco, literally Basque Country, is far more independent than most other Comunidades other than Cataluña. This would make it almost a country within a country.

There is not actually a country named "Basque". Instead, it is an area of land that encompasses the northern part of Spain and the southern part of France. While the area does function as if it were a country, it is not yet independent.
