The symptoms you are describing could also be caused by failing hard drive or RAM. Sometimes these are temporary conditions caused by high heat in the case. I would remove a panel from the computer and turn on a small fan next to it to see if the problem persists. If not, it just becomes a guessing game replacing part at a time. There is a small tool that will test a power supply, but the cost of it is about equal to the cost of a power supply.

- The problem can also exist with the motherboard voltage control . Epox motherboards with the nforce2 chips had a problem with the voltage control. It could also be a virus or a faulty floppy or CD drive.
- Failing motherboard capacitors can cause voltage "problems", when you have the side off carefully inspect them for bulging tops (they should be flat), and leakage of "brown goo".
Make sure the smaller ATX plug is correctly connected to the motherboard, it should be near the memory controller chip. An old power supply could cause power problems, along with the CPU, RAM or any add-on cards that may have been installed (Graphics cards, modems, sound cards etc).
If everything looks ok then remove any add-ons and see if the problem persists.

I had the same problem and resolved it by disconnecting the positive battery cable for 1 minute and then reconnected it and the computer had reset itself and problem was solved.
