The Cumberland CTA station is located at Cumberland Avenue and the Kennedy Expressway (Interstate 90). You can take a cab there for $10 more or less. Or you can board a CTA Blue Line train inside the airport for $2.25 and take it two stops. To find the CTA train, follow the overhead signs that say "Trains to City." If you don't have too much luggage, I recommend the train.
Note that Greyhound no longer serves Dubuque. And there are no trains to Dubuque. There are planes from O'Hare to Dubuque, however.
