what kind of answer is that? "define water." its a simple question. is swimming pool water cold? the water found in swimming pools.
now for an answer, water temp varies between pools. some are cold and some are warmer.

Really just depends on the person. Anything below 22C is too cold for me.
The official FINA (world swimming organization) standards are that a competition pool should be 25-28 °C (77-82 °F). 25°C will feel quite cold to anyone, and temperatures below that will cause cramping. Anything below 20°C is very dangerous to be fully immersed in for anything other than an extremely brief time.
A lap pool or pool used for competitive swimming should be kept around 78 to 81 degrees. A recreational pool for wading and playing and floating should be warmer--most people like it to be in the low or middle 80s.
If your pool gets to 90 degrees it is not refreshing or cool to jump into.
