It would appear so, but it definitely was never intended to be that way. Let us not forget that the reason originally given to us by the Bush Administration was that Saddam Hussian had acquired weapons of mass destruction and that the security of our allies and more importantly our own lives were at risk. The reason why people believe religion is the issue is because throughout the uprise of Saddams power he was a benefactor and avid supporter of terrorism. At this point a very religious man by the name of Osama Bin-Laden, who by the way happened to be worth anywhere from 250-300 million, had been fed up with the United States and its war on what he called the "Holy Land". He felt that the United States had disrespected his religion. Now with Osama bin Laden having mutual dislikes for the United States as Saddam Hussian, they both began being tied together. Working on several acts of terrorism. Now that Saddam has been caught and executed, we have Osama Bin Laden responsible for many attacks. Our war had been faught and won, but the War on Terror spewed into our main purpose and is now reason as to why we feel this to be a religious war. It was no at first, and yes to now. The internal civil war is most certainly a religious war between the two major Islamic factions - the Sunni and the Shi'ah - which has been going on for over 1,200 years, however the coalition involvement in the overthrow of Saddamm Hussein, and everything that has followed has nothing to do with this, and nor has any religious aspect to it.

Most commentators believe the Coalition involvement is mainly economic (Middle Eastern oil production generally tops the lists of reasons) rather than humanitarian (as the Coalition would like to see themselves), however almost no commentators or even critics make any religious connection to the Coalition involvement because no Coalition government actually has any defined religion.

Despite implied Christianity associated with some historical practices, all Coalition governments are in fact democratic, allowing any free member of society to be elected regardless of religion. Almost all Coalition governments have a mix of Muslims, Jews, Christians, Hindus, Buddhists etc, currently elected and even more commonly in the modern world, atheists.
