Function means 'job' so if you are asked 'What is the function of the internet' you are being asked what it is for, its reason for existing. 'Why do people use the internet' could be answered loosely in a similar way to the first question, but really it is asking for their reasons and motivations in choosing to use this particular way of finding things out.
