Attention Deficit Disorder would cause a person not to pay attention to your command and not even realize there was a command. Medications or vitamin deficiencies or illnesses can cause a reaction like that too. Damage to brain cells could be the culprit or the person simply refuses to listen to you and blocks you out. Their hearing could be blocked by wax or they are deaf and you do not realize it (that happened to me and my physician mother mistook it for my ADHD problem). I ended up with a hearing aid. If it is a man well that might explain it. They love to tune out women. So take the person to a general practitioner doctor for an initial evaluation.
