Yes they can be repaired. It's just the fact if it's a cheap amp it will cost more to repair than to buy new one. If it's a $500 amp then get it repaired If it's $200 amp trash it.

The only way to fix it is to sand it down and repaint the car. It was not painted correctly or you would not have the fish eye finish.
If the battery is defective there's no way to fix the battery must just replace the battery.
