Yes , on a 1999 Mercury Cougar :
The fuse box is under the dash to the left of the steering wheel , apparently
there is some kind of release that allows the fuse box to swing down
exposing the fuses
Also , the power distribution box ( which is " live " ) is located in the
engine compartment on the drivers side of the engine compartment
ALL I know is that the fuse box for things such as the lighter etc is on the drivers side under the dash..and there is one more major fuse box under the hood.
The fuse panel should be located on the drivers side underneath the dash on the left side. More fuses are located in the engine compartment behind the battery. It has a cover on it that you have to lift off.

Get aftermarket, shouldn't cost no more than 100 each. One on front of manifold, one on back of manifold and one in the back.
If your question refers to the Mercury Cougars produced between 1999 and 2002' then you have several options. Assuming that it is a V6, for a stock replacement, you can either track down another Cougar, or find a V6 Mercury Mystique, or Ford Contour, or provided you are in Europe, a Ford Mondeo of a similar year and engine. If you want a little more muscle in your Cougar, you can track down and attempt a 3.0L conversion using the engine from a 2003-2005 Taurus or Sable, or similar Escapes. If you have the I4 version of the Cougar, I think a motor out of similar Contours and Mystiques will work no problem, but I think that the motors from the Focus are different and need a good bit of modification to fit right in a cougar.
There aren't covers per se, but if yours are cloudy/foggy, you can fix them yourself with an hour of your time and around $20. They will look better, and more importantly, you will see better at night.

Need a little more information. there are a number of reasons why your cougar would run rough. Anywhere from the mass oxygen sensor to the idle control sensor, oxygen sensors and on and on.
If you mean the fan - replace the fan speed resistor if the fan only works on high speed. Please supply more information - no heat or cooling? Does fan work? Does mode switch work?
The Mercury Cougar has been around for decades ... so answering the question is difficult without a specific year. I am only familiar with Cougars 1987 and newer, which are all unibody frames. Anything before that would require more research (although I am fairly certain they are unibodies throughout the 1980s as well).
