Are you sure you have the correct fuse? Pulling the the correct fuse should stop it. Failing that - remove the plastic shield covering the motor and, as the wiper is on it's downstroke, remove one of the wire leads. No clue as to why it won't respond to the switch except that the switch itself may have dirty contacts, or may be faulty altogether.
