This is a very personal view-point. As some people strongly believe that their loved ones are still with them - it would be acceptable to say that he is still your brother. But when referring to things that he did/said/etc.. you would say "My brother /was/ this..." "My brother /did/ that..." etc.
Your brother is still your brother, even though he has passed away. Death does not change the fact that you are siblings and share a familial bond.
