After the daffodil/narcissus flowers have faded, the plant needs to restore the nutrients that were used, so it can bloom the next year. The leaves must remain as stay green for this to happen. It takes about 4 weeks. When the leaves begin to turn yellow, you can cut the leaves off.

No,because the nutrients from the leaves are re-absorbed to help make next years flowers.Don't cut them back until the leaves are quite yellow,or you may not get any flowers next year.

If the blooms are cut and the foliage left to die down naturally the the bulbs will flower again the next year.
