It depends on the type of prison. In some US state and federal prisons, some prisoners have the option to earn privileges such as television time. TV is not universally available, nor are computers.
In the UK, satellite TV is available in some prisons (e.g. Feltham juvenile) and under the Incentives and Earned Privileges system elsewhere.
TV sets in JAIL are usually furnished in the central area where the prisoners have general access during the day - oftentimes referred to as the "dayroom." PRISON is a little different and I believe that some prison systems do allow small privately owned TV sets in cells.
