This is a personal thing, and tends to work best if you do not have an open concept home, as it can become difficult to determine where to leave off one colour and start the next.
I personally have always liked a home where each bedroom is a different colour. It tends to add personality to the rooms.
My only insistence when painting rooms different colours is that the mouldings (baseboards, chair-rails, door & window casings etc) are a uniform colour throughout the home. It adds cohesion to the overall look and eliminates the "where do I change colours at the door" dilemma.

Unless you had an agreement with the landlord to that effect, no. If you repainted it because you just wanted a different color, then it's not likely.
Paint is homogeneous unless there is something in the paint that makes it not one solid color. House paint is heterogeneous because it is always mixed with several different chemicals for the walls of the house.

If you are trying to sell it then the colors need to be neutral and plain. But if it is your house you should paint it whatever color makes you happy.

depends on if you want people's eyes to be drawn to them or not. if you want the beams to blend in, paint them the same color as the rest, if you want it to make a statement, paint them a different color. the more different the color, the more it will stick out.
