Yes. The redness occurs during puberty as blood-flow increases, carrying hormones, etc, in order to cause the scrotum and testicles to grow.

The redness may also be caused by irritated skin prior to hair growth.

Aslong as you are not in pain, or suffering discomfort, there's nothing much to worry about. However, if it does not subside in a decent amount of time, you may want to consider seeing a doctor.

The scrotum and shaft of the penis does change in color during puberty. They darken in color. It should not be bright red though.
