The answer will depend on what country the stamp is from.

If it is a US Stamp, it is probably the Leadville Colorado & Southern Railroad.

I haven't found a British listing, though I have seen examples of British stamps with that set of initials on it. It might be a Railroad Company as well.

I found no record of the initials used in Hong Kong.

Perfins were common on many British Commonwealth stamps, so could relate to any of those countries.
