The US Federal government has only the powers granted to it by the Constitution, and nowhere in the Constitution will you find anything like the power to pay off private debt, or to bail out banks, for that matter. However, a number of power-hungry bozos have been 're-interpreting' the Constitution for over a hundred years, so it's not surprising people are confused about questions like this one.
