Unhook the wire from the brake arm, then move the brake arm directly by hand. Check if it's sticking or moving freely. If it's moving freely, then see what's happening to the wire when you pull at the lever. Bu now you should be able to determine if it's the brake arm or the wire that's sticking. If it's the wire - buy a new one of a generic brand and install, incl. housing. Won't cost much.
