According to my 2004 Jetta owner's manual, that's the fuel filler cap indicator:
" A warning light in the instrument cluster will come on if the fuel filler cap is not properly closed.
If the warning light comes on, you should turn off the engine and close the fuel filler cap properly.
Once the cap is properly closed all the way, the warning light will go out when the ignition is turned on again and the check cycle is complete. The completion of the check cycle depends on how you drive.
If the awarning light has been on for at least 5 minutes, it will go out only when the ignition is turned off and on again."
That is the indicator for a failure in the electronic throttle system.
That's your check FUEL CAP warning light ( located to the right of your speedometer )

Unfortunately they will not fit on your Jetta. The bolt pattern on the BMW E46 wheels is 5x120, while the bolt pattern on the 2014 VW Jetta is 5x112
"quite simply NO.. mk4 jetta which is 99.5 - 06 i beleave to have a bolt pattern of 5X100 and the mk5 jetta have a bolt patter of 5x113" Actually, the City Jetta is a MK4 that they produced into the MK5 generation as a cheaper alternative. (So still 5x100) And the MK5 and up bolt pattern is 5x112.
