In 594 BC, Solon made several reforms that demonstrated a concern for the poor and the foreigner, and this set a thick precedent that encouraged the opening of Athenian society and culture. Pisistratus, from 546 to 527, followed suit in giving free/cheap loans to the poor and minting silver coins for the purpose of foreign trade. In 507, Cleisthenes proposed his political reforms because he won the support of the people. His reforms effectively broke the power of the aristocrats by splitting them up into separate political blocks. According to Cleisthenes' reforms, there were 10 tribes that each chose 50 members to serve in the council. What comprised each of the 10 tribes were 3 trittys (thirtieths), one from each categorical group (shores, city, hills). Cleisthenes also introduced the ostrocon (ostracizing a Greek citizen because his power was getting too great) and voting by black and white stones.
