Because President Obama is the Commander in Chief, it is he who would give such an order. Leon Panetta was involved in the decision as Secretary of Defense, but he did not give the final order.
He approved the operation as soon as it was established that the resident of the house in question was bin Laden.
He gave the order to take out Big FAT Bin Laden.
No, he never said that. He did say that if Osama Bin Laden were captured alive, he would receive a fair trial. But he mostly said that he was committed to finding Osama Bin Laden, and as Commander in Chief, if his military located Bin Laden, he would give the order to capture or kill him.
probably April 30 or May 1, 2011
Barack Obama personally did not kill Osama Bin Laden, but as the Commander in Chief of the military, he was involved in the strategic planning of the operation that finally brought Bin Laden to justice; and it was President Obama who gave the final order to get it done. But it was the Navy Seals (Seal Team 6) who successfully carried out the operation and killed Bin Laden, an operation that required several years of intense planning both in the US and in Pakistan.
They found him in Pakistan after nearly a decade of hiding. The US troops killed him and have custody of his body. The order to kill him came from President Obama.
Using info gleaned by several years of seeking, he gave the order to take down Bin Laden.
Yes they did. But, in defence of the Obama Administration (you can't know how it pains me to say those words) it is normal to train with the same ammunition that they are issued to carry.
A temporary order issued before the final order is issued or or made.

Bin Laden was killed by the US because he orchestrated the September 11 attacks on the USA and because he is the leader of Al-Qaeda Bin Laden was considered responsible for the destruction of the World Trade Center in New York on September 11 2001. The US has made it their mission to find Bin Laden and bring him in. Taunting and evading US forces for 10 years is a pretty significant achievement for Bin Laden, so when the US finally found him, they were taking no chances. After 10 years most of the useful information Bin Laden might have had was worthless, so they didn't need him alive, and the gunfight in his compound meant that he wasn't going to come out peacefully. In order to avoid further insult to Bin Laden supporters, the US is trying to downplay the killing of Bin Laden by not releasing pictures of him, and by disposing of his body at the bottom of the Arabian Sea where no one will find it.
Marriage law is within the jurisdiction of the States and, therefore, such an action would be a State matter.
