Dual Citizenship (as it sounds) is being a citizen of two countries. Usually, this is either due to bloodline (as in inheritance of citizenship from ones parents when born) or living in the specific country for a lengthy amount of time (also known as being nationalized).
I don't see how this interferes with civil liberties. The only thing that i can think of (if one can even consider it a civil liberty) is that taxes are payed to both countries, but there is often some kind of agreement to reduced taxes in not resident countries.
