This is where the government comes in. The government has to develop a strategic Human Capacity Development Program that will take into consideration ALL sectors of the economy. For instance, government could consider making outlays in terms of finances to educate 500 individuals in various sectors of the economy. For instance: *Agriculture *Planning (City, mining, engineering, finance and other critical sectors of the economy); *Engineering *Finance *Customer Service *Construction workers (Masons, carpenters, plumbers and electricians). This should be a key focus of the governments strategic plan for the country; *Security (This is necessary given where the country came from but should not be a key focus). As long as the above are all satisfied, security will not be a problem). Liberia is on on the way to development. But critical to this development is its Human Resource Capacity development. Once this is satisfied, Liberia can be considered developed.
