If they were on official missions yes.
Who said it backfired? The Northerners were determined to defend their airspace with their AAA sites, SAM sites, and MiG 17, 19, and 21 jet intercepters...the USAF & USN jets were determined to bomb them back "into the stone age..." to quote USAF General Curtis LeMay in 1965. The North Viets did their job & the USAF/USN did theirs. No back-firing to it.
If one can draw analogies with battles or campaigns in a regular or(Hot) war, the Berlin blockade-and the airlift that ensued can be described as major (Campaigns) as they were spread out. There was much popular propaganda(on Buses as late as the sixties) indirectly pushing the Berlin theatre- ads for CARE packages , nealty camouflaged Gi"s pushing Defense bonds, etc, all of this long after the(Big Lift). The Berlin Airlift qualilfies as a majopr Campaign in action, though not combative, and not merely a propaganda pitch. In fact the Armed Forces issued what was called a Campaign medal to the members and survivors of the Berlin Humanitarian action as it was called, nearly all to USAF personnel, thogh some Navy tranport squadrons(land based, using Constellations and the like) were also seconded to this important operation.
The B-52 entered service with USAF bomber squadrons in 1955.
Mercedes Simon was a young German girl who lived in outskirts of Berlin during the days of Berlin Blockade and the monumental Berlin Airlift in its wake. He however, sent her candy through mail. 22 years later when Gail was stationed in Germany on an official assignment, Is invited by a young couple for dinner. It turned out that Mercedes was the his host and disclosed her identity and thanked him. Their story is described in famous book Mercedes and the Chocolate Pilot by Theis Raven.
