In March of 1863, President Lincoln signed the needed draft laws to help reinforce the Union's war efforts. One curious aspect of the law was that initially a fee of $300 could be paid to the US Treasury to avoid serving in the army. By 1864, this "fee" perhaps due to black market trading rose to or by sheer necessity by the Union to $900. The Union unduly made the entire process less effective than it could have been. For each state the law established draft districts which matched a state's congressional districts. Eventually these subdivisions fell under the jurisdiction of the Washington headquartered provost marshal general James B. Fry. Fry knew about military matters and was a West Point graduate.

As an aside, Fry had made critical remarks about Grant and Sherman after Shiloh. Nevertheless Grant became comfortable with Fry and they worked well together.
