There was only one civilization that existed on the Tigris and Euphrates River. That civilization was Mesopotamia. There were three other civilizations that existed in other areas. These civilizations were the Egyptians, the Longshan, and the Harappa.

Mesopotamia developed along the Tigris and Euphrates river.
The earliest civilizations known, where developed along the river valleys of the Euphrates and Tigris rivers. It even says in the Bible the the garden of Eden was near the Euphrates and Tigris rivers. The Mesopotamia, was one of the earliest civilizations, and they were based off of those two rivers too.
Mesopotamia was in the Tigris Euphrates river valley because ancient civilizations needed water. The Tigris and Euphrates rivers provided that necessity to the people in that area.

Both civilizations were very structured. However, the Tigris and Euphrates were much less predictable than the Nile was and flooding was not as able to be as planned for in the Tigris-Euphrates Valley as it was in the Nile River.
