In the United States Congress, if a committee is formed to investigate one topic it is called a special committee. Some special committees have had huge impacts like the Ways and Means Committee that started out as a special committee. This committee moved on to become a regular committee and created the treasury department.
Select (or special) committees are temporary committees appointed for specific purposes, such as investigating the September 11, 2001, terrorist attacks.
The permanent committees of Congress are called a standing committee. The standing committees of each house are controlled by the majority leader.
Congressional standing committees are sometimes called subject matter committees because they deal with specific policy issues. They have special responsibility in certain subject areas that are fixed. For example, the House Ways and Means committee has the responsibility to deal with the subject matter of taxation.

The US House currently has 23 active committees of which three are special committees and 20 are standing committees, which are divided into 104 sub-committees. The US Senate currently has 17 standing committees, which are divided into 70 sub-committees.
Regular committees within the congress are known as standing committees.
