Well for starters you know there are institutions in the Europe Union. Here are some of them: Parliament: Directly elected which means a system of choosing political officeholders in which the voters directly cast ballots for the person, persons or political party that they desire to see elected. Another institution is: Court of Justice in which ncompasses the whole judiciary. Seated in Luxembourg, it has three sub-courts; the European Court of Justice, the General Court and the Civil Service Tribunal.

The institution was originally established in 1952 as the Court of Justice of the European Coal and Steel Communities (as of 1958 the Court of Justice of the European Communities). The Treaty of Lisbon of 2009, the court changed to its current name and comprises formally the Court of Justice along with two subordinate chambers: the General Court (formerly the Court of First Instance) and the Civil Service Tribunal. Isn't it amazing at what people can accomplish!

But wait there is more I'll give you a list:

Council of Ministers

European Council

Commission

Policies and issues

Foreign Relations/policies

Elections

Law

Why has Great Britain not fully participated in the EU?

The European Union allows for some flexibility in how countries participate. So some countries do not participate in certain aspects. Britain does not use the Euro, but 9 other European Union countries don't use it either. There are other countries that don't participate in some aspects of the European Union, so it is no different than any other European Union countries. So you could say that no country fully participates in the European Union.

What are Euro skeptics?

They are people who do not support the European Union and think there are many flaws in it. The European Union is an organisation, but not everyone in each of the member country likes every aspect of it. Even some political parties in some countries do not favour aspects of membership of the European Union. There are 28 members, but not all of them use the Euro for example. So people or political parties that have problems with the European Union and do not like being in it and think it would be better to leave it are referred to as Euro sceptics. Sort of. Several countries within the European Union still hold several colonies and territories around the world, some of which are part of the European Union. However, the EU as a whole is not considered a colonial power.
