I'm not sure if this is considered the first law or anything special like that but the entirety of electrostatics is based on two rules: opposite charges attract and same charges repel. Hope that helps!
The most fundamental idea behind electrostatics is that opposite charges attract and like charges repel. Also, charges that are separated by a distance have a force acting between them (either attractive or repulsive) proportional to the square of the distance separating them. (Twice as far away, 1 over 2 squared or 1/4th the force. Twice as close, 2 squared or 4 times the force.) Charges will move if they can to equalize or neutralize the force between them. More on electrostatics requires knowledge of the fundamental particles that have the property of charge. The electron is most prominent, and the proton is second to it.
The second law of electrostatics has three parts. This law states that the force that is exerted between two point charges is directly proportional to the product of their strengths, is proportioned inversely to the squared distance between the two points, and is proportioned inversely to the absolute permittivity of the medium surrounding them. This is referred to as Coulomb's law.

Coulomb's law
Electrostatic force is one between two electric charges but friction is the force between two surfaces. Even when the charges are at rest electro static force exists but friction would exist only when they start moving relatively. Coulomb's law is to be followed. but no specific law.
It follows an inverse square law, analogous to both the electrostatic force and gravitational force.
